This course satisfies the State Water Resources Control Board (SWRCB) Construction General Permit (CGP) training requirement for individuals seeking qualification as a Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD). Delivered by a CASQA-approved Trainer of Record (ToR), this combined course covers all QSP core competencies plus advanced QSD-specific modules in a single training event.
This is the most efficient pathway for professionals who intend to pursue QSD qualification from the start, or for teams where individuals need both QSP and QSD credentials. Upon completion, candidates are prepared to sit for both the CASQA QSP and QSD examinations. QSD qualification automatically satisfies QSP qualification requirements.
Prerequisite Requirements
Important: Two separate SWRCB-approved prerequisite credentials are required before CASQA will issue certificates β one for QSP and one for QSD.
The QCIS+ Advanced credential (CI231A) offered by StormwaterONE satisfies the QSP prerequisite requirement under 2022 CGP Section V.H. A separate approved QSD prerequisite credential must be independently obtained. StormwaterONE does not currently offer an approved QSD prerequisite. Candidates may complete training and sit for exams before holding prerequisites, but certificates will not be issued until both are on file with CASQA.

Our credentialing programs provide professionals with the skills and qualifications required to maintain construction sites in accordance with section 402 of the Clean Water Act. Section 402 of the Clean Water Act outlines the National Pollutant Discharge Elimination System (NPDES) permitting program and requires all construction sites disturbing one (1) acre or more of land to obtain permit coverage to discharge stormwater and other wastewater from construction sites.
