The QCIS+ program is a comprehensive, SWRCB-approved credentialing program designed for professionals responsible for construction stormwater inspections, SWPPP compliance, and regulatory responsibilities under California's 2022 Construction General Permit (CGP).
The program combines four ADA-compliant self-paced interactive SCORM modules with three Virtual Instructor-Led Training (VILT) sessions — covering erosion and sediment control, pollution prevention, and on-site construction inspections. Every module is built on ADA-compliant interactive SCORM technology — the same standard used by high-stakes agencies and industries including the DoD, healthcare, and banking — so you engage with content rather than passively watching it.
There's no first-pass lockout preventing you from rewinding. No countdown clock forcing you to finish before life gets in the way. And when you complete the course, your access doesn't disappear — you can return to review course content and receive curriculum updates throughout your 2-year credential period. When the 2022 CGP guidance evolves, your training evolves with it.
The curriculum is designed to move beyond theory and focus on real-world inspection scenarios, enabling participants to recognize non-compliance conditions, evaluate BMP performance, and understand how findings are evaluated by California regulators.

Our credentialing programs provide professionals with the skills and qualifications required to maintain construction sites in accordance with section 402 of the Clean Water Act. Section 402 of the Clean Water Act outlines the National Pollutant Discharge Elimination System (NPDES) permitting program and requires all construction sites disturbing one (1) acre or more of land to obtain permit coverage to discharge stormwater and other wastewater from construction sites.
