Florida's MS4 IDDE Program Overview

StormwaterONE’s online course for Complying with Florida’s MS4 Illicit Discharge Detection and Elimination (IDDE) Program provides an understanding of illicit discharges in association with regulatory requirements and potential for discharges and connections within the Municipal Separate Storm Sewer System (MS4). 

As authorized by the Clean Water Act, the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States.  Regulations are now in place that prohibit any substance, whether it be intentionally, or accidentally to enter an MS4 system (other than stormwater). An illicit discharge is any discharge into MS4 stormwater systems that are not composed entirely of stormwater, except for a few allowable discharges that will be covered in this course.  IDDE is also a minimum control measure for Phase II MS4 entities.

Intended Audience

The audience for this course includes stormwater personnel responsible for regulations, requirements and the detection and elimination of illicit discharges.

Curriculum: Complying with Florida's MS4 IDDE Program

This course outlines the four (4) steps recommended for developing an effective IDDE program.  It also provides information pertaining to detecting and identifying different types of Illicit Discharges, what to look for and how to recognize if one has occurred including deliberate dumping common causes and examples.  It will also cover conducting inspections (proactive and reactive) and sampling as well as non-stormwater outfall discharges.  In addition, the course covers inventory mapping, investigation, reporting and documentation procedures.
