Texas CGP Program Overview
This online course educates professionals about the Texas Pollutant Discharge Elimination System (TPDES) General Permit Relating to Storm Water Discharges Associated with Construction Activities.
The Texas Construction General Permit covers stormwater and non-stormwater related discharges to waters of the State of Texas from construction sites with a land disturbance area of one acre or more.

Curriculum: Texas Construction General Permit
The Texas Construction General Permit (CGP) course will educate individuals on the entire permitting process and compliance standards of Clean Water Act's National Pollutant Discharge Elimination System (NPDES) for the state of Texas.
The state of Texas assumed the authority to administer the NPDES program in Texas on Sept. 14, 1998. NPDES is a federal regulatory program to control discharges of pollutants to surface waters of the United States.
The Texas Commission on Environmental Quality (TCEQ) is the environmental agency for the state.The Texas Pollutant Discharge Elimination System (TPDES) program now has federal regulatory authority over discharges of pollutants to Texas surface water.
This general permit authorizes the discharge of stormwater runoff associated with small and large construction sites and certain non-stormwater discharges into surface water in the state.
The general permit specifies which construction activities must obtain permit coverage, which are eligible for waivers, and which may be required to obtain individual permit coverage. The general permit specifies that where discharges will reach Waters of the United States, a Stormwater Pollution Prevention Plan (SWP3) must be developed and implemented unless certain conditions are met.
This general permit covers the following stormwater requirements for construction activities:
- Guidelines for runoff controls from construction projects in Texas that will disturb LESS than ONE (1) acre and are not part of a larger common plan of development.
- Stormwater Discharges from Small Construction Activities:
Requirements for obtaining stormwater general permit coverage for construction sites that disturb at least ONE (1) acre but less than FIVE (5) acres and are not part of a larger common plan of development. - Stormwater Discharges from Small Construction Activities:
Requirements for obtaining stormwater general permit coverage for construction projects that will disturb FIVE (5) or MORE acres, whether on their own or as part of a larger common plan of development.
