PROGRAM OVERVIEW:

This 4.5-hour computer based training course educates professionals about the Federal Construction General Permit. The Federal Construction General Permit covers stormwater and non-stormwater related construction discharges to waters of the United States from construction sites with a land disturbance area of one acre or more.

The Federal Construction General Permit is applicable for construction sites within Massachusetts, New Hampshire, New Mexico, Indian Country lands, federal facilities, District of Columbia, Puerto Rico and all other U.S. territories.

LEARNING OBJECTIVES:

The main objective of this two-part course is to provide you with a thorough understanding of the Federal Construction General Permit.

Specifically, you will be able to describe and administratively explain the following:

  • The history of the Clean Water Act and the National Pollutant Discharge Elimination System (NPDES) Program
  • The timelines and process for the Notice of Intent(NOI)
  • Creation and management of the Site Stormwater Team
  • The basic principles of Technology based and Water Quality based technologies, including:
    • Erosion control
    • Sediment control
    • Site stabilization, and
    • Pollution prevention measures
  • What constitutes allowable and prohibited stormwater and non-stormwater discharges
  • Inspection requirements and corrective actions
  • The requirements of a compliant Stormwater Pollution Prevention Plan (SWPPP)
  • Site personnel, Staff, and subcontractor training, and logs
  • The process and deadlines for terminating permit coverage
  • Standard permit conditions, including penalties for non-compliance
  • Identify registration requirements, including filing and notification procedures
  • Describe the conditions applicable to certain discharges, including coastal and tidal areas and water quality standards
  • Develop the Stormwater Pollution Prevention Plan and include methods for erosion and sediment controls, dewatering wastewater, and post-construction stormwater management
  • Conduct inspections and keep plans current by preparing, maintaining, and amending the plan
  • Identify monitoring requirements and frequency and create stormwater monitoring reports
  • Manage reporting, recordkeeping and archive requirements
  • Provide Notice of Termination (NOT) forms
  • Conduct post-construction inspections and final stabilization

Section 402 of the Clean Water Act outlines the National Pollutant Discharge Elimination System (NPDES) permitting program and requires all construction sites disturbing one (1) acre or more of land to obtain permit coverage to discharge stormwater and other wastewater from construction sites.
