Overview

The 2022 California Construction General Permit (CGP) introduced a formal framework for Qualified SWPPP Practitioners (QSPs) to delegate specific stormwater management tasks to trained site personnel — known as QSP Delegates. This course provides the foundational training required under Section V.E.1 of the 2022 CGP and the CASQA/SWRCB QSP Delegate Training Guidelines (February 2024).

QSP Delegates are site supervisors, foremen, managers, or other construction personnel authorized by a QSP to perform visual inspections, stormwater sampling, and/or BMP implementation activities on active California construction sites. This training equips delegates with the foundational knowledge required by the 2022 CGP — enabling QSPs to legally delegate day-to-day stormwater compliance tasks while maintaining accountability.

QSP Delegate training consists of two types, as defined in the CASQA Guidelines:

1. Foundational Training (Delivered by StormwaterONE — Online)

Foundational training covers information applicable to all sites and is generally not site-specific. This component may be completed off-site, is transferable between project sites, and may be conducted in a variety of formats including online, pre-recorded, or virtual instruction. StormwaterONE's Delegate Training course covers all three required foundational modules.

2. Site-Specific Training (Delivered by QSP — In Field)

Site-specific training must be conducted at each individual project site by the responsible QSP. It covers the SWPPP, site-specific BMP layout, inspection procedures, and sampling protocols relevant to that project. This component cannot be delivered through an online course and is not included in StormwaterONE's online training — it is the responsibility of the QSP.

Regulatory Context

Under the 2022 CGP, dischargers may authorize a QSP to delegate visual inspections, sampling, and SWPPP/BMP implementation activities to trained individuals. The QSP Delegate Training Guidelines, developed jointly by CASQA and the State Water Resources Control Board through the Construction General Permit Training Team (CGPTT), define the mandatory training framework QSPs must follow when training their delegates.

Important regulatory note: The QSP remains fully responsible for all work performed by their delegates. The Water Boards may take action against QSPs — including additional training requirements, suspension, or rescission of QSP certification — if delegates are found to have performed tasks without adequate training or demonstrated competence.

    • 2.a - Site-specific SWPPP orientation, communication protocols, field safety,
      site contacts
    • 2.b - Site-specific BMP implementation: installation, maintenance, and field walk
    • 2.c - Visual inspection procedures: inspection types, documentation, photography protocols, initial site inspection with QSP
    • 2.d - Sampling procedures: turbidity/pH, non-visible and TMDL sampling, active/passive treatment, chain of custody, lab contacts
