As a QSP Delegate, you are the first line of defense in stormwater compliance. This course gives you the knowledge and confidence to identify problems early, prevent violations, and maintain compliance on active California construction sites.

What You'll Learn

This foundational training provides the essential knowledge required by Section V.E.1 of the 2022 California Construction General Permit (CGP) and the CASQA/SWRCB QSP Delegate Training Guidelines (February 2024).

You'll master the core skills that enable Qualified SWPPP Practitioners (QSPs) to legally delegate day-to-day stormwater compliance tasks while maintaining accountability. By the end of this course, you'll understand your critical role, know when inspections are required, document site conditions correctly, and communicate issues effectively to the QSP.

Who This Course Is For

QSP Delegates are site supervisors, foremen, managers, or other construction personnel authorized by a QSP to perform:

This course is your foundational training component—covering knowledge applicable to all sites and transferable between projects. Site-specific training (delivered by your QSP at each project) is separate and required.

Regulatory Context

Under the 2022 California Construction General Permit, QSPs may authorize trained QSP Delegates to perform visual inspections, sampling, and SWPPP/BMP implementation activities. This training meets the mandatory foundational training requirements defined by CASQA and the State Water Resources Control Board through the Construction General Permit Training Team (CGPTT).

Important: The QSP Remains Fully Responsible

The QSP holds full legal responsibility for all work performed by their delegates. The Water Boards may take enforcement action against QSPs—including additional training requirements, suspension, or rescission of QSP certification—if delegates are found performing tasks without adequate training or demonstrated competence.

Completion & Certification

Upon successful completion of this course and passing the knowledge check assessments (75% passing score required), you'll receive a completion certificate documenting your foundational training as a QSP Delegate under the 2022 CGP guidelines.

This training is the foundational component only. Site-specific training must be conducted by the QSP at each individual project site and is not included in this online course.

StormwaterONE.com is operated by StormwaterONE, L.L.C. StormwaterONE is a private occupational trade school for stormwater management. Our school is located in Rocky Hill, Connecticut.

Our school has been in operation since 2007 and to date we have trained and credentialed more than thirty thousand construction professionals on the subject of stormwater management through our Internet-based learning system, which is referred to as the eCampus.

Our credentialing programs provide professionals with the skills and qualifications required to maintain construction sites in accordance with section 402 of the Clean Water Act. Section 402 of the Clean Water Act outlines the National Pollutant Discharge Elimination System (NPDES) permitting program and requires all construction sites disturbing one (1) acre or more of land to obtain permit coverage to discharge stormwater and other wastewater from construction sites.
