For industrial facilities, one of the first questions in stormwater compliance is also one of the most important: 

Does our facility need industrial stormwater permit coverage? 

The answer depends on several factors, including your facility's activities, location, exposure of industrial materials to stormwater, and applicable federal or state requirements. But one of the best places to begin is with your facility's Standard Industrial Classification (SIC) code. 

An SIC code may look like just another number attached to your business. In the world of industrial stormwater, however, it can help determine whether your operations fall within a regulated industrial category—and what stormwater requirements may apply. 

What Is an SIC Code? 

Standard Industrial Classification codes were developed to categorize businesses based on their primary economic activity. 

For stormwater professionals, SIC codes have another important purpose. Industrial stormwater regulations use SIC codes, along with activity-based categories, to help identify facilities that may be subject to stormwater permitting requirements. 

Under the federal industrial stormwater framework, regulated industrial activities are divided into sectors covering a wide range of operations, including manufacturing, transportation, recycling, mineral industries, landfills, treatment works, and other facilities. 

That means identifying the correct SIC code isn't simply an administrative exercise. It can be an important first step toward understanding your facility's stormwater compliance responsibilities. 

Why Your SIC Code Matters for Stormwater Compliance 

Imagine two facilities located across the street from each other. 

Both have parking lots, buildings, loading areas, equipment, and storm drains. But one may conduct industrial activities that place it within a regulated industrial sector while the other may not. 

The difference isn't necessarily the amount of rainfall they receive or the size of their properties. It's what happens at those facilities and what materials or activities may be exposed to stormwater. 

Your facility's SIC code can help establish that regulatory starting point. 

Depending on the applicable permitting authority and facility operations, identifying the appropriate industrial classification can help you determine: 

  • Whether industrial stormwater permit coverage may be required
  • Which industrial sector applies to the facility 
  • What pollutants may be associated with the facility's activities 
  • Which inspections and monitoring requirements may apply 
  • Whether additional sector-specific requirements must be addressed 
  • What information should be incorporated into the facility's Stormwater Pollution Prevention Plan (SWPPP) 

    However, identifying an SIC code should be viewed as the beginning of the compliance conversation—not the end of it. 

    Your SIC Code Doesn't Tell the Whole Story 

    A common mistake is assuming that knowing a facility's SIC code automatically answers every stormwater permitting question. 

    Industrial stormwater compliance is more site-specific than that. 

    Facility operators also need to understand the actual activities taking place on the property and where those activities occur. 

    Consider questions such as: 

    What materials are stored outdoors? 

    Where does loading and unloading occur? 

    Are vehicles or equipment maintained outside? 

    Where are wastes stored? 

    Could leaks or spills come into contact with rainfall? 

    Where does stormwater flow after it hits the property? 

    Which storm drains or outfalls receive runoff from industrial areas? 

    These details help turn a regulatory classification into an effective stormwater management program. 

    Exposure Is a Critical Part of the Equation 

    One of the central concepts in industrial stormwater management is exposure. 

    Rainfall becomes an industrial stormwater concern when it comes into contact with materials, equipment, wastes, processes, or activities that can introduce pollutants into runoff. 

    Potential pollutant sources may include: 

    • Raw materials 
    • Scrap and waste materials 
    • Fuel and oil 
    • Vehicle and equipment maintenance areas 
    • Loading and unloading operations 
    • Outdoor processing activities 
    • Material storage 
    • Industrial machinery

      Once mobilized by stormwater, pollutants can move across a facility, enter drainage systems, and eventually reach nearby waterways. 

      Understanding these pathways is essential for selecting appropriate Best Management Practices (BMPs). 

      Your Facility's Site Map Matters 

      A good industrial stormwater program doesn't exist only in a binder. 

      It should reflect what's actually happening at the facility. 

      That's why site maps are such an important component of industrial stormwater management. A useful site map can help operators visualize how industrial activities, pollutant sources, drainage patterns, stormwater controls, and discharge points interact. 

      A facility may have the correct SIC code and permit coverage but still experience compliance problems if its stormwater program doesn't accurately reflect current site conditions. 

      Facilities change. 

      Materials are moved. Operations expand. Equipment is relocated. Drainage patterns are altered. New storage areas are created. 

      Stormwater plans and site maps need to keep pace with those changes. 

      Inspections Help Connect the Plan to the Facility 

      Routine inspections provide an opportunity to determine whether stormwater controls are actually working. 

      An effective industrial stormwater inspection should go beyond checking boxes on a form. 

      Inspectors should be looking for potential pollutant exposure, evidence of leaks or spills, deteriorating BMPs, poor housekeeping, improperly stored materials, sediment accumulation, staining, unusual discharges, and other conditions that could affect stormwater quality. 

      The goal is to identify problems early enough to correct them before they become larger compliance—or environmental—issues. 

      Three Industrial Sectors Worth a Closer Look 

      Industrial stormwater requirements can vary significantly depending on the type of facility. 

      Three sectors provide good examples of why a one-size-fits-all approach doesn't work. 

      Sector N – Scrap Recycling Facilities 

      Scrap recycling operations may have outdoor stockpiles, material handling areas, processing equipment, vehicle traffic, and other activities that can expose pollutants to stormwater. 

      Understanding drainage patterns, material storage, housekeeping, inspections, and appropriate BMPs is particularly important at these facilities. 

      Sector P – Transportation and Warehousing 

      Transportation facilities can present an entirely different stormwater profile. 

      Vehicle maintenance, equipment cleaning, fueling, outdoor storage, loading operations, and other activities may create potential sources of stormwater pollution depending on the facility. 

      Understanding which activities are exposed—and which areas of the property contribute runoff—is essential. 

      Sector E – Ready-Mix Concrete Plants 

      Ready-mix concrete facilities present their own unique stormwater challenges. 

      Material storage, sediment, concrete-related residues, equipment and vehicle activity, and site drainage all require careful consideration when developing and implementing an effective stormwater program. 

      These differences demonstrate why industrial stormwater permits are more than paperwork. 

      The permit needs to translate into controls that address the actual processes, pollutants, and conditions at the facility.

      Then go deeper. 

      Identify potential pollutant sources. Walk the facility during or after rainfall. Follow the drainage patterns. Review your site map. Evaluate your BMPs. Talk with employees performing the work. Compare what's happening in the field with what's documented in your stormwater plan.
