In June 2025, the Division of Water Quality Deputy Director formally approved StormwaterONE's QCIS+ program as an acceptable prerequisite for QSP certification under the 2022 Construction General Permit, Section V.H. Our course is officially listed on the State Water Board's Construction Stormwater Program webpage — one of the only online programs to achieve this recognition.

Satisfies the SWRCB Construction General Permit training requirement for Qualified SWPPP Developer (QSD) qualification. Delivered by a CASQA-approved Trainer of Record, this one-day add-on course covers QSD-specific competencies including project planning, site assessment, SWPPP development, Permit Registration Documents (PRDs), hydraulic considerations, and project closeout.

Delegates &
Site Supervisors
The 2022 CGP allows QSPs to formally delegate visual inspections, sampling, and BMP implementation to trained site personnel — called QSP Delegates. This training delivers the foundational knowledge required under Section V.E.1 of the 2022 CGP and the CASQA QSP Delegate Training Guidelines, equipping supervisors and foremen to legally perform daily stormwater tasks on behalf of the QSP.

QSP Delegate Training
Delivers all three required Foundational training modules as defined by the CASQA/SWRCB QSP Delegate Training Guidelines (February 2024). Covers roles and responsibilities, weather forecasts, and documentation and reporting — the baseline knowledge required before a QSP can legally delegate stormwater tasks.
